There has been talk for the last 2 years about a track in Washington state - as far as I know it isn't a done deal. It would be big news around here if it was actually going to happen. One site went as far as the county voting on it but I think it got voted down.

Nothing's been mentioned for a few months about this. I will believe it when ground is broken, otherwise I don't pay too much attention to the rumors!
