Calif. Prison Giving Inmates Free Condoms

VACAVILLE, Calif. -- A controversial new pilot program providing free condoms for California prison inmates is in its final planning stages.
The Solano State Prison is installing 10 condom distribution machines that will be stocked with 1,200 condoms a week, reported Sacramento, Calif., TV station KCRA.
The hope is that the condoms will limit the spread of sexually transmitted diseases among inmates.
"We know risk behavior is being reduced," said Mary Sylla of the Center for Health Justice. "We will eventually be reducing HIV infections by this measure."
A nonprofit group is supplying the prison with the machines and condoms, which comes out to costing a total of $60,000.
Gov. Arnold Schwarzenegger has twice vetoed legislation that would have set up a statewide condom distribution, but last fall the governor ordered the Department of Corrections to conduct a one-year trial.
A union representing prison guard supervisors is opposed to the distribution of condoms.
The union said that condoms can be used as places to hide drugs or weapons.
"They can put stuff in them and use them to throw at staff or other inmates," said Chris Gold of the Prison Supervisor's Union.
It is also technically against the law for inmates to have sex, and the state said that wouldn't change.
"Sexual activity in prisons is still illegal," said Terry Thornton of the California Corrections Department. "Inmates will be notified of that as well where the machines are located."
Smaller test programs have already been in place at county jails in Los Angeles and San Francisco, and supporters said so far there has never been a report of a condom being used as a weapon.
After the one-year trial run is complete, state officials will produce a report about whether the program was a success or not.

ALEXANDRIA, La. (AP) -- A man and a woman found a new use for a barbecue pit - one that landed them in jail. An argument over whether a third guest should stay in the house got so heated that the woman picked up the barbecue pit and hit the man over the head with it, police said.
The man picked up the barbecue pit and returned the favor and hit the woman in the head with it, police reported. The woman then told police that she picked up the barbecue pit and hit the back window of the man's car with it.
Police admit that the whole situation was confusing, but after medics treated the man and the woman, they were handcuffed, read their rights and taken to jail.
The man was booked on a charge of aggravated battery and the woman was booked with aggravated battery and simple criminal damage to property valued less than $500.

Cops follow Cheetos trail to nail burglar suspects
ST. PAUL (AP) -- St. Paul police followed a trail of Cheetos in order to nab three teenagers suspected of burglarizing a vending machine. Officers were called to the Arlington Recreation Center on July 29, where they found a vending machine's glass had been broken with a chair.
Most of the candy and chips were missing, according to a criminal complaint in Ramsey County District Court.
The officers followed the orange, dusty trail from the rec center, around the side of the building and to a nearby home. Inside, they found numerous vending-sized bags of Cheetos and other snacks.
Police arrested three males aged 17, 18 and 19 who soon arrived at the home by car. The two adults are charged with third-degree burglary, while the 17-year-old is charged with criminal damage to property.
All three denied being involved, the complaint says.

MARATHON, Fla. (AP) -- Authorities say a grandmother was arrested for driving around the parking lot of a Marathon grocery store with her 3-year-old child sitting on the roof of the car.
Monroe County Sheriff's Office deputies were called to the Publix store Tuesday and arrested a 54-year-old woman after she was driving around with her three-year-old granddaughter on the roof of her car.
The grandmother was released from jail 15 hours later.
The woman said Thursday she would never let anything hurt her granddaughter. She says she was driving at "snail-speed" and holding the child's leg.
Authorities say the woman told police she was giving the child some air and letting her have fun.
She faces charges of child abuse. The child is back with her mother.
