A wickerbill is a small strip of metal added to the upper trailing edge of a wing/airfoil usually at a 70 to 90 degree angle. It changes the lift and drag charactaristics of the wing/airfoil allowing adjustments without reshapeing the wing/airfoil. Technicaly what the COT cars are running on the back is a airfoil not a wing as it creates downforce not lift.
