Definitely Montoya's fault. I'd be surprised to hear anyone say other wise He was being a bit too agressive with his team mate. He would have won either way in time.
Personally, I think it was sort of both the drivers faults, JPM: For not waiting, and Scott for not looking where he was going, it was just a mistake and it probably taught JPM to have a little more patience, and scott to look out.
EDIT: Wait a second, isn't Mexico a Busch Race?, then why is it in the Nextel Forum?
From,
Chris.

Coming from an SCCA background, it was totally Montoya's fault. It's up to the overtaking driver to make a clean pass. I don't know if NASCAR has the same rule on that or not however.

Both drivers. Pss poor TEAM communication. So, maybe it's the team owner's fault? Just throwing that out there.
Was JPM too aggressive, knowing he was faster anyway, with 8 laps to go? Sure. But, had they communicated a bit more, that probably wouldn't have happened. Maybe there's something personal going on there. Although, I certainly don't think it was intentional.

ask your insurance company... the guy in the back usually is listed at fault and gets the ticket!... still I have to say it was just a racin deal... juan was impatient and scott was gonna try to hold him off...
